Description of the program:
Japan has acceded to the International Convention on the Elimination of All Forms of Racial Discrimination in 1995. Since the accession, the domestic implementation of the Convention in Japan has been reviewed three times by the Committee on the Elimination of Racial Discrimination. The Committee is most seriously concerned that Japan has no legislation to prohibit racial discrimination and that almost all concerns of racial discrimination in Japan have still remained the same as they were 20 years ago. What are the problems of racial discrimination in Japan? As a state party of the Convention, what does Japan have to do to address the problems? Komori will discuss these matters referring to the mechanism of the UN human rights system and the international human rights standards. At the same time, she will also take up some of issues raised during the review of the Japan’s implementation of the International Convention on the Elimination of All Forms of Discrimination against Women.
Profile of speaker:
Magumi Komori Graduated from Osaka Jogakuin College with English major and she is a human rights activist. Since1980 when she joined Amnesty International, she has been involved in activities for international human rights. She has worked for Buraku Liberation and Human Rights Research Institute and the International Movement Against All Forms of Discrimination and Racism (IMADR). Currently she works at the Asia-Pacific Human Rights Information Center (HURIGHS Osaka) as a researcher. As a representative from a civil society organization, she has participated in the review of the periodic reports of the Japanese government by the Committee on the Elimination of Racial Discrimination (in 2010 and 2014) as well as the Human Rights Committee (in 2014).

講演概要:
日本は1995年に人種差別撤廃条約に加入しました。それから20年、これまで日本は人種差別撤廃委員会による条約実施の審査を3回受けてきました。委員会の最大の懸念は日本には人種差別を禁止する法律がないことであり、加入当時の問題がほとんど解決されることなく続いていることです。日本の人種差別の問題とは何なのか?加入国として何をなすべきなのか?国連の人権システムの仕組みも見ながら、国際人権の視点より考えてみます。また、2月に行われた女性差別撤廃委員会の日本審査の内容についてもとりあげます。
講演者のプロフィール:
大阪女学院短期大学英語科卒業。アムネスティでの活動をきっかけに、1980年頃より国際人権の活動に関わってきた。部落解放・人権研究所と反差別国際運動(IMADR)の職員を経て、現在、ヒューライツ大阪の研究員を務める。人種差別撤廃委員会や自由権規約委員会の日本審査に市民社会組織として参加してきた。
