Reconsidering the Cultural Policy of the Indigenous Ainu

Description: 1997 marked a major turning point for Japan’s indigenous policy. After nearly 100 years of Ainu activism and political participation, the discriminatory policy enacted in 1899 was finally replaced by a new law, and since then, the promotion of culture has become the foundation of Ainu policy. This focus on culture, however, was severely criticized as some critics regarded cultural support as an alternative measure to the government’s failed commitment to indigenous rights. The criticism put cultural professionals into a dilemma: Would receiving government support mean there is agreement with its policy? Can cultural support truly contribute to the restoration of indigenous rights and dignity, and not hinder reconciliation efforts? This presentation reexamines existing cultural policy measures regarding the performing arts of Ainu, from both cultural and indigenous policy perspectives. This presentation attempts to challenge the monoculturalism behind the current national cultural policy of Japan.
Mio Yachita holds a MA from the Tokyo University of the
Arts and is a PhD candidate at the University of Tokyo. She
is a non-indigenous researcher in the Research & Curatorial
Department of the newly established UPOPOY National
Ainu Museum & Park, the first national institution of Japan
dedicated to the indigenous Ainu. Her current research topic
is the intangible cultural heritage (especially performing
arts) of Ainu. At the Urban Resilience Research Center of
Osaka Metropolitan University, she is working on a research
project about the trajectory of cultural heritage of traditional Ainu dance.

解説： 1997 年は日本の先住民族政策にとって大きな転換点となった。1899 年 に制定された北海道旧土人保護法は、100 年近くに渡るア
イヌ民族やさまざまな活動によりアイヌ文化振興法（通称）
となって新たに制定された。これ以来、文化の振興がアイ
ヌ政策の要となった。しかしこの文化重視の政策は、先住
権や福祉政策などに踏み込まなかった結果であると厳しく
批判された。この批判は先住民族でない筆者を含む文化関
係者をジレンマに陥れる。文化活動への政府の支援を受け
ることは、彼ら（私たち）がその政策に賛同することを意
味するのだろうか？文化活動への支援は、和解への妨げで
はなく、真に先住民の権利と尊厳の回復に貢献することができるだろうか？ この問いにアプローチするため、本発表では、アイヌ民族の舞台芸術に関する既 存の文化政策を、文化政策と先住民族政策の両方の視点から再検討する。先住民 族以外の国の文化芸術政策との比較を通して、現在の日本の文化政策の背後に ある単一文化主義に迫る。
谷地田美緒は国立アイヌ民族博物館（民族共生象徴空間ウポポイの主要施設の 一つ）にて、アソシエイトフェロー（非先住民）として勤務。現在の研究テーマ はアイヌの無形文化遺産（特に芸能）。同博物館の国際担当も務める。また大阪 公立大学都市科学・防災研究センター（UReC）客員研究員として、文化財／遺産 としてのアイヌの＜舞踊＞に関する科研費研究を推進している。現職以前は独 立行政法人国際交流基金（東京・マレーシア）で主に芸術・舞台芸術の国際交流 に携わり、2016 年に帰国後、東京藝術大学大学院国際芸術創造研究科助教に着 任。2020 年に現職につくため 17 年ぶりに北海道に帰郷。東京芸術大学修士、東 京大学大学院人文社会系研究科博士後期課程満期退学。
